A pool sells new tokens at a fixed price. Anyone can stock it once it opens; buyers take one token at a time, within the per-wallet and per-period limits. Choose a closing time that leaves room for the vote.

Closing stops sales now and hands back the tokens it never minted. Sweeping a closed pool moves its unsold tokens to the treasury.
The Treasury can buy an escrowed secondary listing through governance. The proposal gets two actions: an authorization for exactly the listing's payment transfers, then the purchase at no more than the current price.
Each change runs when its proposal passes. Listings already open keep their asset and fee.
Buyers pay from their wallets in XLM or USDC, the only assets the market takes, so new listings can only be priced in one of them. Open listings keep the asset they were listed in.
Sellers pay this share of each resale to the treasury, up to 25%. Open listings keep the fee they were listed with.
